The following sections outline information with regard to both the Citizens Advisory Team and Community Outreach. Details regarding past and upcoming meetings are provided, as well as information pertaining to Notices, Publications, and Media Articles.

Since 2002, ADOT has worked with a Citizen Advisory Team (CAT), representing various stakeholder groups in the South Mountain Freeway Study Area. The group meets regularly to review environmental and technical data, discuss the interests and concerns of their respective organizations, and to help find a consensus solution for this proposed project. The CAT’s recommendation is one of many factors the Arizona Department of Transportation and Federal Highway Administration will consider during the study process examining this proposed freeway. While the CAT's progress is tied to the development and review of the Draft Environmental Impact Statement, the team will ultimately make a recommendation to the study team as part of an expanded effort to collect diverse input from the community. Likewise, individual members of the community will have an opportunity to review the draft environmental document, attend a public hearing, and provide comments to be included in the Final Environmental Impact Statement.
The CAT will reconvene in January 2010 to continue its evaluation. Following public release of the Draft EIS, the CAT will have an opportunity to provide a final recommendation of "build" or "no-build" based on available alternatives for the South Mountain Freeway. Timing of this recommendation, which will signal accomplishment of the CAT's mission, will be based on progress of the Draft EIS and will be completed during the 90-day public comment period.
In 2006, the CAT recommended the W101 connection with I-10 west. For more information on the group’s consensus recommendation, please review the documents found in the CAT Western Section Recommendation.

Since the CAT's formation in 2002 to support community involvement with the South Mountain Freeway Study, the team has produced recommendation papers and decision documents to help guide their processes of reviewing the various technical elements of such a complex study. Ultimately, the team will be asked only to consider a build or no-build recommendation, but interim steps throughout the process have provided important input and guidance to ADOT and the study team. - 2006: Alternatives – This page details the western and eastern alignments under review, the process for examining those alternatives and which alignments have progressed in the corridor study.
- 2006: Evaluation Criteria – This is a list of the evaluation criteria the SMCAT used to evaluate the alternatives.
Criteria Importance Graph – This graph shows the criteria that were the most important to the SMCAT members.
- 2006: Alternative Matrix – The members rated how well the alternative met each of their evaluation criteria using a scale of 1-9 with 9 being the best. This matrix shows the values given to each alternative for each criterion.
- 2006: Alternative Comparison Graph – This graph compares how each alternative was rated by criteria.
- 2006: SMCAT Letter to ADOT – This is the SMCAT letter submitting their recommendation to ADOT, which is signed by each member of the team that participated in the April 27, 2006 evaluation process.

The draft technical report summaries distributed to the Citizens Advisory Team are available for review. Please note that the quantitative findings and graphics are intended for discussion purposes and to facilitate discussion about the potential impacts at the point in time when presented. The information presented is subject to change. Updated information will be presented to the public as part of the Draft Environmental Impact Statement, Final Environmental Impact Statement and Final Design stages of the project. More | Close
Changes to the technical reports will be based on issues such as:
- Refinement in design features through the design process.
- Updating aerial photography as it relates to rapid growth in the Western Section of the South Mountain Corridor Study Area.
- On-going communications with the City of Phoenix regarding measures to minimize harm to South Mountain Park/Preserve.
- On-going communications with the Gila River Indian Community about granting permission to study freeway alternatives.
- Updates to population and traffic forecasts by the Maricopa Association of Governments.
- As freeway study and design activities progress, cost estimates for construction, right-of-way acquisition, relocation and mitigation will be updated on a regular basis. While these factors may affect findings, it is anticipated that the affects would be equal among the South Mountain Freeway alternatives, and the impacts would be comparable. This assumption will be confirmed if and when changes occur.
