
The Loop 303 (Bob Stump Memorial Parkway) will serve as a vital regional transportation link in the West Valley and beyond. The 39-mile freeway stretches from Interstate 10 (Papago Freeway) in Goodyear to Interstate 17 (Black Canyon Freeway) in Phoenix, operating primarily as a two-lane roadway from I-10 to U.S. 60 (Grand Avenue), and becoming a four-lane divided highway from north of U.S. 60 to I-17.
For many, Loop 303 is the key to unlocking the West Valley's growth, enabling it to achieve it's full economic development potential. Loop 303 is also an important component of the MAG (Maricopa Association of Governments) Regional Transportation Plan (RTP) -- the blueprint for Valley-wide transportation improvements in Maricopa County through 2025.

Noise Mitigation
Sound walls are included in residential areas along Loop 303 and I-10 where warranted in accordance with scientific noise studies. ADOT has one of the most stringent noise-reduction policies in the nation, working to mitigate noise when the decibel level is 64 or higher- compared to a minimum level of 67 decibels mandated by the federal government. Sound wall construction will be on-going throughout the construction project.

ADOT will also pave the Loop 303 with rubberized asphalt. Not only does rubberized asphalt reduce traffic noise by at least 4 decibels, but it also provides a smoother ride.
