Disadvantaged Business Enterprise Program – Engineering Consultants Section

The Engineering Consultants Section (ECS) seeks to ensure compliance with the regulations of the U.S. Department of Transportation (DOT), 49 CFR Part 26 through proper contract execution and successful management of all DBE contracts.

ECS is committed to providing proper advertisement, fair and reasonable award selection, and other measures to ensure that DBE requirements are met.


All prime consultants are required to prequalify for ADOT contracts. Subconsultants are not required to be prequalified but are encouraged to do so in order to receive all ECS information bulletins regarding policy changes, new contract processes, as well as any ECS-sponsored training.
